France, the UK and Germany are to offer incentives at talks in Vienna just over a month before the United Nations rules on whether or not Iran is co-operating."
Oh I bet the Mad Mullahs in Tehran are just quaking in their boots about the mighty Europeans "final" offer. Iran represents a huge threat to global security and yet, rather than confront the tyrants in Tehran, the French and their pals want to "incentivise" them!!!!
